Solution of wind problem

Why use shock absorbers or dampers for tracker system?  
Tracking system is unstable at relatively modest wind speeds. Measures such as external shock absorbers or dampers must be implemented to stabilize the system.
Damper or shock absorber weight has little influence on tracker system and produce very small damping force during tracker's nornal rotation.
As wind increase, damping force grows with wind speed and dissipate wind shock consequently.
